Tajik, Turkmen and Afghan leaders sign railway deal

MARCH 20 2013 (The Conway Bulletin) – The leaders of Turkmenistan, Tajikistan and Afghanistan signed a deal in Ashgabat to build a 400km extension to link up their railway networks, media reported. The deal marks another step to integrating Afghanistan into the regional economy. Turkmen President Kurbanguly Berdymukhamedov asked international lenders to help pay the $2b cost of the railway.

Tajikistan wants Russia to fund hydropower

MARCH 19 2013 (The Conway Bulletin) – The Russian newspaper Kommersant reported that Tajikistan wants Russia to guarantee funding for hydropower equipment in return for extending the lease on its military base. Last year Russia and Tajikistan agreed a 40 year extension to the Russian military base, an issue that had strained relations.

Russian visas to be introduced for Central Asia

MARCH 14 2013 (The Conway Bulletin) – Anvar Azimov, a senior Russian diplomat, suggested that Central Asian nationals will need visas to enter Russia from 2015, media reported. Mr Azimov’s comments caused a stir because the economies of Tajikistan, Kyrgyzstan and, to a lesser extent, Uzbekistan are heavily reliant on remittances from workers in Russia.

Tajikistan becomes WTO member

MARCH 2 2013 (The Conway Bulletin) – After a 12 year joining process Tajikistan officially became a member of the World Trade Organisation (WTO). The WTO approved Tajikistan’s membership at the end of last year. Kyrgyzstan is the only other Central Asian WTO member although Kazakhstan will likely join by the end of the year.

Uzbekistan unveils to build new railroad

FEB. 12 2013 (The Conway Bulletin) – The Uzbek authorities have unveiled a plan to build a 130km railway line over a mountain pass between Tashkent and their cities in the Ferghana Valley that will cut out the Soviet-built route through Tajikistan, media reported. Uzbekistan and Tajikistan have an increasingly fractious relationship.

Ukraine arrests ex-Tajik PM

FEB. 5 2013 (The Conway Bulletin) – Ukrainian police arrested ex-Tajik PM Abdumalik Abdullojonov in Kiev after he flew in from the US where he has been living since fleeing Tajikistan over a decade ago. The Tajik authorities have asked Ukraine to extradite Mr Abdullojonov. They accuse him of plotting to assassinate President Emomali Rakhmon.

Tajik security forces fight IMU, again

JAN. 18 2013 (The Conway Bulletin) – Tajik security forces battled more militants linked to the Islamic Movement of Uzbekistan (IMU), which has ties to the Taliban, President Emomali Rakhmon told media. In the firefight in the north of the country, one IMU militant died and nine were arrested. There had also been a shoot-out with the IMU last week.

WSJ highlights Afghan-Tajik drug trafficking

JAN. 24 2013 (The Conway Bulletin) – Highlighting the institutionalised nature of the Afghanistan-Tajikistan drugs trade, the Wall Street Journal (WSJ) published a story quoting US military officials accusing Kam air, the largest private Afghan airline, of ferrying opium between Kabul and Dushanbe. Kam Air denied the allegations.
