Azerbaijan to finance new refinery in Turkey

MAY 17 2013 (The Conway Bulletin) — SOCAR, Azerbaijan’s state-owned energy company, said it would borrow $4b to part-finance an ambitious new oil refinery in Turkey, only 10 days after figures showed slowing output at its most important oil field.

The refinery, to be built in western Turkey, will be operational by 2016 and produce 10m tonnes of oil a year. The $4b loan will cover around two-thirds of the construction costs.

SOCAR will fund the rest of the project itself.

Azerbaijan’s wealth is anchored to its energy industry and the refinery plan projects both a confidence about the future and an understanding of its most important market — Europe.

The importance of Europe as Azerbaijan’s main market was underlined when the European Commission approved plans to build a pipeline to pump gas from Azerbaijan across the Adriatic to Italy, on May 17.

A few days earlier, though, on May 7, BP announced that production at the main oil field in the Azeri sector of the Caspian Sea, Azeri-Chirag-Guneshli (ACG), was still falling. Bloomberg reported that production at ACG, which produces three-quarters of the country’s oil, had dropped to 662,000 barrels per day in Q1, a fall of 8.4% from a year earlier.

Turkmenistan to construct oil refinery

SEP. 14 2012 (The Conway Bulletin) – Turkmenistan has started preparations to construct an oil refinery near the Caspian Sea, media reported. The refinery will be Turkmenistan’s third and have an initial capacity of 3m tonnes of crude oil a year. A feasibility study is being prepared and construction work could start in 2015.

Azerbaijan agrees to help Tajikistan on refinery

JULY 12/13 2012 (The Conway Bulletin) – Azerbaijan has agreed to help finance and build Tajikistan’s first oil refinery, media reported after talks between Tajik president Emomali Rakhmon and Azerbaijani president Ilham Aliyev in Baku. Tajikistan imports all its oil products, 90% of them from Russia.

Fire hits oil refinery in Kazakhstan

FEB. 6 2012 (The Conway Bulletin) – A fire broke out at one of Kazakhstan’s three oil refineries. Nobody was hurt in the fire at the refinery in Shymkent, near the Uzbek border, and an official said production was not affected. A broken oil pipe, fractured by the cold weather, was blamed for the fire.

Azerbaijan to build oil refinery in Kyrgyzstan

JAN. 19 2012 (The Conway Bulletin) – Azerbaijan’s state oil company SOCAR agreed to build an oil refinery in Kyrgyzstan. Media reported that the refinery will process 2m tonnes of crude oil a year and be operational by the end of 2013. The construction will cost $150m. China is already building an oil refinery in Kyrgyzstan.

Tajikistan starts construction of oil refinery

JULY 25 2011 (The Conway Bulletin) – Keen to reduce its energy import bill, Tajikistan has begun to build its first oil refinery, media reported. Tajikistan imports 90% of its oil from Russia which imposed an export duty tax earlier this year. The new refinery, 30km outside Dushanbe, is set to open in the second half of 2011.
