Major pipeline capacity expansion planned in Kazakhstan

DEC. 15 2010 (The Conway Bulletin) – The Chevron-led Caspian Pipeline Consortium (CPC) agreed to double the capacity of its pipeline pumping oil from the Tengiz field in west Kazakhstan to the Black Sea. The expansion will cost $5.4b and will boost volumes to 1.4m barrels of oil a day by 2015. CPC is a key oil export route for Kazakhstan.

Kazakhstan’s KMG EP to raise spending

DEC. 14 2010 (The Conway Bulletin) — Kazmunaigas Exploration & Production (KMG EP) said it will increase spending by 15% in 2011 to $661m. The number of production drills KMG EP operates will increase to 239 from 213 and its exploration budget will double to $55m. KMG EP is traded in London. Kazmunaigas holds the controlling stake.

Kazakhstan signs air defence deal with Russia

DEC. 8 2010 (The Conway Bulletin) —  Russia will supply Kazakhstan with a batch of its most advanced air defence missile system the S-300, Russia’s RIA Novosti news agency reported after talks between the countries’ defence ministers. The missiles will form part of a combined air defence system between Russia and Kazakhstan.

Industrial output in Kazakhstan rises 10.5%

DEC. 10 2010 (The Conway Bulletin) — Industrial output in Kazakhstan rose 10.5% in the first 11 months of 2010 compared to the same period in 2009 but agricultural output fell by 12.3%, the Kazakh Statistics Committee said. This reflects Kazakhstan’s rebound from recession but also a drought which hit grain production.

Kazakhstan to double oil export duty

DEC. 9 2010 (The Conway Bulletin) — Kazakhstan will double export duty on oil to $40/tonne from Jan. 1 2011, the Kazakh finance ministry told Bloomberg. Kazakhstan introduced a $20/tonne duty in May 2008 but ditched it in Jan. 2009 when oil prices fell sharply. It reintroduced the tax in August 2010.

India agrees on oil block in Kazakhstan

DEC. 6 2010 (The Conway Bulletin) — India’s state-run Oil & Gas Corp. (ONGC) will take control of 25% of the Satpayev oil exploration block in the Kazakh sector of the Caspian Sea by February 2011 in return for a $400m investment, news agencies quoted the Kazakh and Indian oil ministers as saying. Kazmunaigas will own 75% of the block.

Clinton targets Central Asia on regional tour

DEC. 1 2010 (The Conway Bulletin) — US Secretary of State Hillary Clinton led the
United States delegation to the OSCE summit in Kazakhstan and then visited Kyrgyzstan and Uzbekistan before heading off to Bahrain. In Tashkent, Ms Clinton said Uzbekistan needed to improve its human rights record.

Kazakhstan hosts OSCE summit

DEC. 1 2010 (The Conway Bulletin) —Kazakhstan hosted the first summit of the 56-member Organisation for Security and Cooperation in Europe (OSCE) since 1999. Kazakh President Nursultan Nazarbayev basked in the limelight but delegates failed to agree a consensus to give the organisation the impetus which its critics say it needs.

Kazakhstan’s Kashagan ahead of schedule

DEC. 6 2010 (The Conway Bulletin) — Kazakhstan’s giant Caspian Sea oil field
Kashagan may start production at the end of 2012 slightly ahead of schedule, Kazakh oil minister Sauat Mynbayev said. Kashagan is the world’s biggest oil find in 40 years and key to Kazakhstan’s push to become a major global energy producer.

Shanghai Cooperation Organisation meets in Tajikistan

NOV. 25 2010 (The Conway Bulletin) – The heads of governments of Shanghai Cooperation Organisation member states met in Dushanbe to discuss increasing humanitarian and economic cooperation. They were candid about the results other than to say they had agreed to boost regional aid. Founded in 2001, the SCO consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. Mongolia, India, Pakistan and Iran hold observer status and attended the meeting.
