Kazakhstan hosts fourth round of Syria talks

MAY 3/4 2017 (The Conway Bulletin) — Kazakhstan hosted for a fourth time this year peace talks between Russia, Iran, Turkey, the Syrian government and Syrian rebels. In the last round of talks the Syrian rebel contingent failed to show up, undermining the process. A deal was signed by Russia and the other major powers to cease fighting in some areas of Syria. The Syrian rebels walked out of the talks.

Czechs recognise Armenian genocide

APRIL 25 2017 (The Conway Bulletin) — The parliament of the Czech Republic voted to recognise and condemn the killings of Armenians in eastern Turkey at the end of WWI as a genocide, drawing praise from Armenia and scorn from Turkey. Pushing for more countries to recognise the killings as a genocide is a key plank of Armenian foreign policy. Turkey has always denied the killings were genocide and has instead said that they were the result of chaos at the end end of WWI as the Ottoman Empire collapsed.

Turkey wants to boost ties with Uzbekistan

APRIL 26 2017 (The Conway Bulletin) — On a trip to Tashkent, Turkish foreign minister Mevlut Cavusoglu said that he wanted to see improved ties with Uzbekistan, a boost to new president Shavkat Mirziyoyev who has been trying to woo his neighbours . Relations between Uzbekistan and Turkish had been strained under Mr Mirziyoyev’s predecessor, Islam Karimov, with the Turkish business community in Tashkent, a sizable and influential group, complaining of being unfairly targeted by the authorities.

Georgia PM visits Tehran

APRIL 22/23 2017 (The Conway Bulletin) — Georgian PM Giorgi Kvirikashvili travelled to Tehran to meet with Iranian president Hassan Rouhani, underlining increasingly close Georgia-Iran ties. In a series of tweets after the meeting, Mr Kvirikashvili said that he had discussed developing trade and transport ties with Mr Hassan. His visit comes 10 days after Iranian foreign minister Mohammad Zarif visited Georgia as part of a Central Asia/South Caucasus tour.

Cut military spending, says Kazakhstan

APRIL 24 2017 (The Conway Bulletin) — Perhaps looking to burnish its self- generated reputation as a peace centre for world conflicts, Kazakhstan’s foreign ministry released a statement calling for a reduction in spending on militaries around the world. Instead of spending their budget on arms, Kazakhstan said that governments should be tackling hunger and poverty. Kazakhstan is hosting peace talks aimed at ending a civil war in Syria. It also currently holds a rotating chair on the UN Security Council.

Putin adviser visits Georgian breakaway region

APRIL 23 2017 (The Conway Bulletin) — Vladislav Surkov, an adviser to Russian President Vladimir Putin, travelled to Tskhinvali, the capital of the breakaway Russian region of South Ossetia for the inauguration of Anatoly Bibilov as the province’s new leader. Mr Bibilov had won an election earlier in the month. Russia is one of the only countries to support South Ossetia’s independence claim.

Uzbek president to visit China

APRIL 21 2017 (The Conway Bulletin) — Uzbek President Shavkat Mirziyoyev will travel to China in mid-May his aides told media. Since taking over as president in September 2016 from Islam Karimov who died of a heart attack, Mr Mirziyoyev has been on a charm offensive to boost relations with his neighbours. China is a critical influence on Central Asia and an important ally for Uzbekistan.

Russia’s Lavrov visits Georgia

APRIL 17 2017 (The Conway Bulletin) — Russian foreign minister Sergei Lavrov travelled to the Georgian rebel region of Abkhazia to attend the opening of Russia’s new diplomatic mission, triggering an angry note from Georgia (April 18). Russia is one of the few countries that recognised the independence of Abkhazia and South Ossetia in 2008 after a war with Georgia.

Turkmen president travels to Kazakhstan

APRIL 18 2017 (The Conway Bulletin) — Turkmen president Kurbanguly Berdymkuhamedov travelled to Astana to meet with Kazakh president Nursultan Nazarbayev and sign a deal which they said marked the end of any border disputes between the two neighbours. Both sides said that the deal meant that the borders would now be fixed.

Iran foreign minister visits Kyrgyzstan and Turkmenistan

BISHKEK, APRIL 16 2017 (The Conway Bulletin) — Iranian foreign minister Mohammad Javad Zarif visited Tbilisi, Ashgabat and Bishkek in a three day charm offensive designed to bolster support and trade across a pliant Central Asia and South Caucasus region.

In Ashgabat Mr Zarif met with President Kurbanguly Berdymukhamedov, in Tbilisi he met PM Giorgi Kvirikashvili and President Giorgi Margvelashvili, and in Bishkek he met with Pres. Almazbek Atambayev.

Of all the meetings, perhaps talks with Mr Berdymukhamedov in Ashgabat were the most important. Turkmenistan and Iran had been developing trade intensively until Turkmen officials accused their Iranian counterparts of not paying a $1.8b gas bill. They have said that they will take the case to an international arbitration court unless it is resolved.

Although no mention of the disputed gas bill was made after the meeting in Ashgabat, media did quote Turkmen foreign minister Rasit Meredow as saying that Mr Zarif’s trip was a “big step in political and diplomaticrelations”.

Since some Western sanctions were lifted on Iran last year, the Iranian government has been working to promote its interests in its near abroad. Major inroads have been made in promoting relations in Central Asia/South Caucasus, such as easing visa rules and bilateral investment deals.
